Any valid reason the library is not open? Or even scheduled a re-opening?

You can bet it's not due to staffing issues, those jobs were guaranteed.

might be because

"Due to the coronavirus public health emergency, the GEORGE BUSH PRESIDENTIAL LIBRARY & MUSEUM IS CURRENTLY CLOSED TO THE PUBLIC UNTIL FURTHER NOTICE. We will continue to respond to written requests at info.bush@nara.gov. Please check our website or archives.gov/coronavirus for updates on our operating hours and status.

The Bush Library and Museum is a federal facility under the authority of the National Archives and Records Administration in Washington D.C. and is not guided by Texas state laws concerning the lifting of Coronavirus restrictions."

They're federal. They don't get to choose when they're open. That has also applied a few times when the federal government wasn't getting paid (budget didn't get passed or something) and they had to basically close with no notice until things got straightened out by Congress.

Trillions of tax $$$ floating around, bailouts for every conceivable operation...so it's unlikely due to funds.
So just an inept bureaucracy, unable to follow it's own guidelines, not even offer a timeline for re-opening, under any scenario.

If you go to the Library site it says all paid employees have been getting paid while the library is closed.

KBTX ran a piece last week, on when/why the Bush Library may reopen. A less than convincing response of " we're looking at the numbers, reviewing the numbers, maybe by early July, no one really knows...". What Washington bureaucrat is calling the shots, wasting a resource, visitor and income generator for B-CS? While fully paying staff...

The piece included a few bewildered out-of-town visitors, also questioning the (il)logic of remaining closed.

There's no clear guidelines coming from DC is why. Every national park/monument we stopped at on vacation had different interpretations of them and everyone working was frustrated.

I was more referring to the fact that TexAgs discusses it, KBTX picks up in it and runs a story, then *BAM* resolution. KBTX should be paying TA a fee for the story leads.

Maybe they can finally afford to have PMs and other basic features for everyone instead of fleecing them for a Premium account. It is user-driven, after all.

Nothing to do with "fear" except they're using it as a political weapon.

Everything they do is 100% driven by politics.
"If you will not fight for right when you can easily win without blood shed; if you will not fight when your victory is sure and not too costly; you may come to the moment when you will have to fight with all the odds against you and only a precarious chance of survival. There may even be a worse case. You may have to fight when there is no hope of victory, because it is better to perish than to live as slaves." - Sir Winston Churchill

I may be wrong on the guidance, but I think the library is under the direction of the National Parks? The COVID stuff varies by location/state and community transmission or other factors. In some national parks and historic sites, all indoor facilities are open but still under mask requirements. We were going to visit the LBJ site while hiking in the area, but decided to wait until all the indoor buildings are open to the public.
