It looks like some in our community can't see complete apartment complexes that are basically vacant much less a gang Tat.

I'm sure people said the same thing about alcohol in the 20s.

Pretty sure people don't think legalizing weed will stop ALL problems like gangs. Gangs are around because of different reasons (i.e. they would be around if drugs did not exist at all)
But it will allow our police system, judicial and prison systems to be able to concentrate on more serious issues.


Amen. I don't smoke weed, and don't want to. But, imagine what police might be able to accomplish if they weren't wasting taxpayer dollars putting people in jail for marijuana. It's like Daniel Tosh said (paraphrasing): "I wish they would make weed legal so potheads would just shut the F up."

Except they don't shut up. They continue to push in Colorado. THC concentrates are legal, then they pushed for mushrooms which are now legal with LSD on the horizon. That isn't enough, so now the punishments for possession of all hard drugs are moving to misdemeanors if they have their way.

Mushrooms are illegal in Colorado. I assume the rest of your claim is similarly false. But even if it were all true, why do you care? The citizens voted for it. Democracy in action. Are you afraid that the people of Texas might vote similarly?

The issue is balance and COCS is not really down with that. At one P&Z meeting I attended they were all about adding more rooftops. There was literally no argument you could make that would preclude their approval if it included more rooftops. You want to build build 5 ag shacks with insufficient parking on a single large lot in the middle of an older single family area with small (already marginal) streets, more rooftops, check, approved. Variance to build large complex in area slated to be single family, more big rooftops, check, approved. Did not matter what residents in the area wanted.
So now I have talked with a few apartment complex owners and they understand that they have to step up to compete or target a less prosperous demographic, while competing with new property offering loss leader rates trying to fill their properties. But the ones with complexes that will take lots of work are evaluating converting to section 8 housing. Ya lower rates, but currently the government checks clear and show up every month even if they are smaller. Wait until you have 6 Southgate Village's around town, that will be nice. Don't think they have to involve P&Z, just do it!
But it also looks that the trouble social circles may have additional disposable income and might be able to take advantage of some of the fire sale to boost occupancy units.

There is certain criteria that has to be met for a group of people or person to be considered a gang member. Law enforcement cannot just randomly enter someone as a gang member. Here is a good definition from the Department of Justice.

Definition of Gangs: (1) an association of three or more individuals; (2) whose members collectively identify themselves by adopting a group identity which they use to create an atmosphere of fear or intimidation frequently by employing one or more of the following: a common name, slogan, identifying sign, symbol, tattoo or other physical marking, style or color of clothing, hairstyle, hand sign or graffiti; (3) the association's purpose, in part, is to engage in criminal activity and the association uses violence or intimidation to further its criminal objectives; (4) its members engage in criminal activity, or acts of juvenile delinquency that if committed by an adult would be crimes; (5) with the intent to enhance or preserve the association's power, reputation, or economic resources; (6) the association may also possess some of the following characteristics: (a) the members employ rules for joining and operating within the association; (b) the members meet on a recurring basis; (c) the association provides physical protection of its members from other criminals and gangs; (d) the association seeks to exercise control over a particular location or region, or it may simply defend its perceived interests against rivals; or (e) the association has an identifiable structure. (7) this definition is not intended to include traditional organized crime groups such as La Cosa Nostra, groups that fall within the Department's definition of "international organized crime," drug trafficking organizations or terrorist organizations.
