Whats with all the Panhandling at Texas and University.

It's the busiest intersection in town. More opportunity there than elsewhere.
I wish one of the panhandlers would hold a sign saying you have your own lane when turning south onto Texas headed from university...

I called cspd on Saturday about it and they said it was fine as long as they weren't being aggressive. I thought it was against ordinance without a permit.

Make one for them. Give it to them with $5 and they will probably hold it up
Soliciting without a permit only applies in residential areas.
