Not sure, but eligibility criteria list at the link says it's available to owners of single or multifamily dwellings, which I interpret to mean rental property owners are ok to receive (as opposed to tenants)

Ironically your response is the one that sounds childish. Of course he is fun to argue with and sells what many of folks consider to be snake oil. I enjoy debating with him, and obviously he enjoys getting people fired up on here. He has just as much right to post as you and I, he is paying for the privilege.
