There is an agreement between the two cities. The city of College Station pays the City of Bryan to run it because it was a better deal to combine into one system than to set up two completely separate libraries. They split the cost of things like the system that's used for looking up and checking out books, and companies give a better rate that way than if each city had to pay for a complete independent system. There's also access to way more items with both cities in the same system.
