Yeah, I think it wasnt that simple. CS cut off the company from operating, but the big boy just up the street from City Hall also had a contract and that was the trump card. The city managers office got a phone call from the University (or System) asking for grace through the end of the semester and the city agreed to play nice. IMHO the city didnt think through the consequences of pulling the permit.
Or, after it was pulled somebody realized the contract with A&M extends to end of year. They would have been spending resources on the banned bikes because you can't just tell people they're forbidden to ride off campus. Well, you can tell them...
