Permit reinstated with payment of a fine.
There is your magic determining factor.
For enough cash you can continue to piss off the populace ala Suddenlink.

You are electing the people, and paying the people that continually approve this stuff.
They paid their fine. What the city supposed to do?

Yeah, I think it wasnt that simple. CS cut off the company from operating, but the big boy just up the street from City Hall also had a contract and that was the trump card. The city managers office got a phone call from the University (or System) asking for grace through the end of the semester and the city agreed to play nice. IMHO the city didnt think through the consequences of pulling the permit.

Or, after it was pulled somebody realized the contract with A&M extends to end of year. They would have been spending resources on the banned bikes because you can't just tell people they're forbidden to ride off campus. Well, you can tell them...

If anything, this if capitalism. Riders have to pay to use the bikes. They aren't paid for by our taxes and used free of charge.

How is bike-sharing socialist? Customers pay to use the bikes.

Or perhaps you think Hertz and Avis are socialist enterprises too?

Saw one of those yellow bikes outside HEB in Bryan last week with all the ofo markings sanded off. Guess somebody got themselves a free bike.

If it's like the previous company, the new one can be fined for "littering" if their bikes are improperly left on city property like sidewalks, streets, trees in parks, etc. The company has to maintain an escrow account that will be deducted every time the city removes a bike in the wrong location. This company will apparently be passing that $120 cost on to the bike renter. Ofo didn't maintain their escrow account so they lost their permit.

but didn't the previous company suppose to have that same escrow account, did either city ever deduct any money from it?

Yes. City depleted the account and Ofo didn't replentish. Lost permit.

I thought A&M pulled the contract because they didn't have insurance for the vehicles to go pick them up.

I guess I figured the cities didn't ever issue citations since the bikes where littered all over town and nobody picked them up. Doing google search it looked liked COCS fined them couple thousand. Seems like that's not enough to keep a company honest.

I may have misunderstood the purpose of the escrow account. Whatever it was, they ran out and the city pulled their permit

All's well that ends well. Yellow bikes are being donated to the poor.
