My mom is wanting to get a cake made and decorated for a party in College Station. Can HEB do that or does anyone have any local recommendations. TIA.

HEB or Walmart can do it, for sure. And they both make decent cakes.

Grocery stores can do it, but it is a grocery store cake, obviously. If that quality level is fine with you, go for it.
Cake Junkie does good work and has great cakes -- they need a few day's notice, however. You aren't going to order it in the morning and pick it up that same afternoon or anything.
