There is a place on Texas somewhere by the MLK area that sells them. It's been a couple years so I don't recall much other than that. They were fairly cheap.
I believe HEB has some...at least the one on villa Maria does
Hobby Lobby, Walmart, and Target all sell them.
Walmart has a surprising, to me, selection.
La Michoacn has them, and I may have seen them at Raspas al Payasito on Coulter.
Target has them with the party supplies
