No sir. They are still protected in some states (I think) but many eastern states don't have restrictions. Texas finally relaxed the regulations on them in the last year. You still shouldn't kill one, unless it is a threat to you or your family, but you can do so now without any sort of legal ramifications.

No, but they are protected in some manner at the state level in roughly 2/3 of the states they inhabit or formerly inhabit.
