High level of physical fitness, able to hike 20 miles per day in extremely rough mountainous terrain. They are basically looking for a mountain goat. The feds are pretty tricky.

Protecting those sheep is the purpose of the hunt.

And yeah, not allowing volunteers to keep the goats seems right in line with what the federal government would do.
