In order to safely and successfully participate in this program, volunteers must have a high level of physical fitness as they may need to hike up to 20 miles per day at altitude in extremely rough mountainous terrain under a variety of weather conditions.

High level of physical fitness, able to hike 20 miles per day in extremely rough mountainous terrain. They are basically looking for a mountain goat. The feds are pretty tricky.

Pretty cool that half the pictures in that article were of bighorn sheep
Protecting those sheep is the purpose of the hunt.

And yeah, not allowing volunteers to keep the goats seems right in line with what the federal government would do.
