In an unprovoked scenario, you can differentiate between venomous (North American pit vipers) and lookalikes. It's not always easy for the inexperienced but it's relatively effective.

If the snake is provoked, as in being held by tongs, cornered, or feels threatened, throw everything about head shape out the window. Most nonvenomous water snakes will replicate the triangular head as a defense mechanism.

That would appear to validate my protocol for dealing with all snakes.

With the pattern and the coloration, definitely a broad banded water snake.

I can't tell you how many times I've had neighbors call me over to show me the copperhead they have killed, only to see a water snake or hognose.

At least this thing listed water snakes as an exception even if it did pick an obscure species of extreme Southeastern U.S. water snake (they do not occur in Texas). All water snakes will do this as will some other snakes. Hognoses come to mind.
