Grandfather had a bolt stuck in a bad spot. Look like a rig constructed to heat and beat.

Man I don't know. But if your grandparents were like mine there are a few points about that item that are possibilities:
It is modified or home made
It is not safe
It is not legal
When you figure out what it is you will say "WTF?!"
Likely a combination of all four.

I remember standing in front of a Dearborn in my grandmother's house - burning the skin off my face while icicles formed on my backside. Those were some heating machines.....

That's a refrigerant leak detector. You put the open end of the black hose over a possible leak, and the flame turns green if refrigerant is found.
