reflux eso****itis in dogs

My wife and I just decided to foster a 9/mo pup from the pound and he has a pretty serious case of reflux eso****itis.
He spent the night gagging and coughing about once every hour or so, and can't eat without puking and re-eating about 4 times.
We have been elevating his food, but after he eats any walking or running gets a reflux.
Is this going to be manageable/ treatable?

Is he overweight or experienced any weight loss? Does he eat frequent meals at night or have an unhealthy diet? Has he tried an OTC PPI or H2 blocker? Oh wait, this is a dog? Nvm, I'm f***ing useless.

How was it diagnosed? The only reason to feed elevated is megaeso****us, which is a whole different issue. I'd also be concerned about aspiration pneumonia with the coughing.

The pound said it was megaeso****us. The vet notes say "concerned about megaeso****us or myasthenia gravis or some other maldigestive disorder" "X-Ray shows slightly dilated eso****us."
Would the pound vet willfully downplay a condition?

Update:
Vet said it's definitely Mega, and pretty bad.
She wasn't very sunny about his outlook, but we can give him a better life than the pound can. Even if he is going to be a money hole.

Our lab got Mega later in life. We built her a chair to eat upright. It's all about gravity and sometimes the right food. No additional medication was needed.

I am not a vet, but wonder how it was diagnosed? We treated one of our Labs as if he had mega-E for months (prescribed food softened to slurry, held upright during, and for 30 minutes after, feeding). Because he was still frequently regurgitating food, our vet then did a nose-to-tail barium study and then fluoroscopy. In our case, it wasn't mega-E after all, but a foreign body in the stomach. Goofy dog had swallowed a ball - a free, lights-up-when-you-bounce-it, cost-us-$4k-in-vet-bills rubber ball.

After numerous attempts at trying to ID, our vet finally got a good x-ray of the eso****us and it clearly showed an enlargement of the canal tube.

Anyone got a price quote on just the diagnosis part of this? It seems plausible my dog could have done this, considering he's not under/malnourished after supposedly having this condition his entire life yet animal control found him on the side of the road last month.

Fees can vary widely due to practice type (specialist), location, etc. Your DVM should be able to give you the best guidance here, whether done in house or referred out.
