Did it just suddenly show up? Do you have anything else similar on other parts of your body? I have Plaque Psoriasis and it looks very similar to what you have when it develops in a new spot. Mine are usually 1 or 2 though, never a whole group like that.

One possibility is an allergic reaction to something you go into (bites or something like poison ivy) but both of those should itch pretty badly. I would try antihistamines and an OTC topical steroid like hydrocortisone. It should resolve over the next week or so. Another possibility is a rare but not at all dangerous condition called granuloma annulare that can make round rings under the skin. These usually don't itch and can be on the elbows. If not better in a week go see a dermatologist and you might benefit from a biopsy. Either way nothing dangerous and not scabies.
