What is the easiest software to cut and piece together video clips? Video quality is not the highest concern. The idea would be to take clips of family members from cell phone videos to make a happy birthday compilation for my 4 year old.

I use Davinci Resolve by Black Magic Design. There's a slight learning curve, but there's a ton of resources out there, and it's free.
I use open shot video editor and it's pretty simple
If you have a Windows PC there is free Video Editor software included that should be more than enough for what you are looking to do.
Just search for "video editor" on the windows 10 search bar and it should show up
