Overcoming att throttling my hotspot

So I normally use by Xbox one to stream Netflix etc but can't do that now due to throttling. Could I pair Apple TV or fire stick which my iPhone and be able to stream on my tv again?

Editing, misread your post.

The throttling is on your cell itself, not the xbox behind it. Anything going through that hotpot will get throttled.

is your device jailbroken? It usually requires stuff like that to hide the hotspot flag from a carrier. Quick google brought this up for non-jailbroken devices. (Looks like it might be limited to PC's and such for sharing internet)

Essentially you want to hide your tethering from the carrier.

Yes, you should be able to use airplay to mirror on tv or appletv.
