My PS4 has been same way. I have a large entertainment cabinet which leaves lots of room around devices. Xbox one is quiet as a mouse, PS4 is a jet. I had to start keeping the PS4 outside the cabinet to be able to hear voice chat.Heismenberg said:

Wish my buddy had an Xbox. Needless to say I got it on PS4 Pro. One of the things I like about the Xbox One X is how quiet it is. My PS4 sounds like a jet taking off on the runway.
