I remember hearing about these human-passenger drones awhile back, but I didn't realize that they would start carrying people around as a taxi service beginning this summer in Dubai.

The FAA is probably restricting its use Stateside.

Governmental regulation has a tough time keeping up with technology. (see self-driving cars, delivery drones, etc.)

a huge obstacle to 'flying cars' is humans flying them. Use the automation used for self driving cars and drone technology and it doesn't seem so far fetched any more.

I highly doubt they are set to spin until the passenger is inside with the door closed.

I am sure they can figure that out with some sort of braking mechanism.

The monetary value of protecting against lawsuits is pretty strong for companies.

This would be needed, most likely. Otherwise, little Akbar is going to see dad get in this thing and go running and hit one of the blades, even with a guard around it.
