Plans for XFL were announced in 2018. At that time, WWE's biggest competition was NXT (both owned by Vince). Vince had a monopoly on pro wrestling to fund his side projects.
AEW launched in early 2019 and has taken over pro wrestling by storm. They're consistently beating WWE in ratings and have caused major shake ups in the WWE.
You don't neglect the golden goose in favor of a side project that can't even have games.
