You might check out landworks in houston. They are a company that contracts for multiple large O&G companies. I've had friends work/and get hired fresh out of school there and move on to great opportunities.

start searching pipeline, utility, engineering, and environmental companies. I'd also check some municipalities.

Have him look into some of the state agencies. Several have dedicated GIS teams and they are a great place for newbies.

It's for me. Looking to get away from the oilfield, if that's even possible.
I took an Intro to GIS class at TAMUG. Then was in a MS program at TAMUCC, when the Recession hit.
I've played with it here and there.
TAMUG'04 Marine Fisheries.
