You might want to broaden your net outside of GIS or claims considering what little luck you've had in trying to find an opportunity.
I am sure there are other "big company" opportunities who could use your skill set if you were to tailor your resume as such.
Lastly I second those who have said increase your networking whether it is through LinkedIn, church groups, or others. Simply applying online and waiting is a no-win proposition.
In the meantime it might look good if you could take on a second (part time) job to support yourself. To potential employers this at least shows that you're trying to help yourself professionally and financially and not have to explain a huge gap on your resume. Are there classes or certifications you can take?
Lastly I would recommend you start and keep a job log of all of the opportunities you applied to, who would you have contacted about these opportunities, and what the next steps are. This will not only get and keep you motivated to follow up every day but not make you feel like you were spinning your wheels.
