I have gotten a few folks hired out there in the IT and Engineering departments.
Generally, a phone call, onsite panel interview, follow up call with SVP or C level, and then offer.
For FTE positions, the offer letter is generated from HQ in Japan and the offer is "take it or leave it."
The manager I work with said it's a cultural thing. To his credit, none of the FTE hires were able to negotiate a higher salary.
