DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Under direction of the Building Official, the Deputy Assistant Director will manage all functions of the Plan Review Section in the Building Code Enforcement group. Oversees the review of private development construction plans and documents for compliance with the City's adopted construction codes and other City ordinances and standards for the regulation of development. Serves as a principle ambassador for the department's customer oriented service culture. Consults with design professionals, consultants, and contractors. Represents the department with other governmental agencies, staff of elected officials, private sector firms, the general public, and in public hearings and meetings. Develops and supervises training programs for technical personnel. Assists in the development and adoption of new codes and ordinances. Maintains records and reporting. May assume the duties of the Building Official during periods of his/her absence. Performs related duties as required. Essential functions include, but are not limited to:

Plan, organize, administer, review and evaluate the activities of professional and technical staff through subordinate supervisors. Review, recommend and implement process and policy improvements using a variety of improvement methodologies such as lean, six sigma, agile, etc. Oversee staff, activities, and programs related to the review of plans for buildings, structures, and associated on-site development. Assist in developing and directing the implementation of various codes and ordinances, goals, objectives, policies, procedures and work standards for the department. Assist in preparation and administration of the annual operating budget. Promote a culture of customer oriented service delivery in harmony with department standards. Plan, monitor, gather feedback, evaluate, and correct individual and group performance. Develop strategies for enhancing knowledge, skills, and abilities throughout the workforce. Direct the research and response to requests from customers, department staff, elected officials, and other governmental agencies. Direct the preparation of correspondence, reports, procedures and other written materials. Assume the duties of the Building Official in his/her absence. Adhere to assigned work schedule as outlined in attendance policies and procedures. [/ol]

The position is physically comfortable; the individual has discretion about walking, standing, etc.
This is a Department of Public Works & Engineering Emergency Management position at the Tier II Level.
MINIMUM REQUIREMENTS:
EDUCATION:
Requires a Bachelor's degree in Civil and /or Environmental Engineering, Public Administration, Environmental Planning or a closely related field.
EXPERIENCE:
Seven years of progressively more complex/responsible administrative experience are required, with at least three of the years in a supervisory capacity.
A Master's degree in Business Administration, Public Administration or a field closely related to the work being performed may be substituted for two years of experience.
LICENSE:
None
PREFERENCES:
Lean and/or Six Sigma Certification. At least 5 years of recent, relevant experience enforcing development regulations in a municipal government setting.
**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
