For those in the know, what's the reputation for their business school, etc? Incoming test scores are equal to the two flagships, though US news ranking isn't too impressive. What gives?

They have phenomenal STEM programs. Their business program is okay but prefer both TAMU and UT for the purpose of networking.

UT Dallas has done a very effective job at marketing the entire school to metroplex students with high test scores who are the first college students in their families. Many of those students have become the poster children for "Why I could have gone other places...but stayed near home at UT Dallas.....and why you should too!" Several years ago the Texas Tribune did an article on this and why their incoming freshman class SAT scores were higher than A&M's (dang top 10% rule) even though they aren't considered a flagship school. Of course incoming freshman test scores don't really measure how good a college graduate is a school produces contrary to some peoples opinions.

Business schools are judged on their graduate programs and UTD is actually ranked better than A&M. If you are working in Dallas, then most will be aware that it has a good reputation. Outside of Dallas, many will be unaware it even exists.

From a US News ranking for the entire undergraduate school, it lags due to high acceptance rates, and it won't have an endowment to compete with flagship universities. It only had graduate programs for much of its existence, so it has really made significant steps in a relatively short period of time to be where it is. Much better school than Tech or UH, which have had undergraduate programs for a much longer time.
