being assigned 10% by A&M

Recently, I have come across two people recently who have stated that their students who are home schooled and applying to A&M, received a 10% ranking from A&M. I did not see the portal for either for myself and they were insistent that it was so. I was under the impression that when assigning rank to home schooled students and students from non ranking high schools, that only a quarter ranking was assigned.With the new SRAR, has this changed as well?

Is A&M now issuing top 10% ranks to students in addition to quarter rankings?

http://admissions.tamu.edu/srar has a question specifically addressing home school students and where they are ranked.

Will the assignment of class rank for home schooled students be impacted by the SRAR?
The rank for home-schooled students will be assigned based on the official SAT/ACT scores per Texas legislation.

I'm not sure that answers the original question. Is it possible for a home school student to be ranked in the top 10% by TAMU?

If they are a Texas resident, meet the top 10 criteria shown on the link and have the test scores needed, then yes.
