Which sentence is correct?

Item "s" and item "t" was quantity 2.

Item "s" and item "t" were quantity 2.

If someone has an answer, do you have an internet link. I couldn't find anything on google.

I believe it is the second example (were) since your noun (subject) is plural. Subject and verb must agree.

Example: Item Blue was 45. Item Blue and Item Green were 50.

If you remove the 2nd "item" you would have to change the 1st one to "items." Were would be correct.

However, there is still ambiguity. Total? Each?

I agree. If it were my decision, I would probably figure out a way to rewrite the sentence. Sometimes it isn't enough to have the subject/verb agreement, awkward sentence is awkward.

Easy: one is, are..one was, two were.

I am half joking but based on how poorly you worded your question; conjugation is the least of your issues.
