This will result in actual inequality- people that can afford private solar, batteries, and generators will have power when they want/need it and the poor will deal with blackouts. You know, like every other banana republic third world nation.

I have friends that have lived through this in 3rd world countries. When the power comes on you cook dinner, do laundry and take care of any work you have if it is 3am or 3pm.

True story. Dark skies are an exquisite rarity these days. Finding Bortle 1 darkness often involves a hell of a trip.

Clear skies 200 miles from a major city and a pair of binoculars will change your life.

The perseid meteor shower is in a couple weeks on a near-zero moon weekend. That would be a great opportunity.

The occasional blackout would solve a lot of problems in my opinion. I'd like to start with a suggestion of about two weeks for 50% of the country and just flip back and forth. Not sure about climate change but it would weed out the weaker groups. It could be an induced natural selection experiment of sorts.
