The CDC and TSA are the agencies pushing this, not the FAA. Also, the airlines went full mask nazi well before the federal mandates.

The FAA is fining passengers under the umbrella of disobeying flight crew instructions. They are not fining airlines at all. They don't care what the airlines' policies are, just the the PAX follow them.

Specific to face coverings, there is a CDC order, a TSA directive, and airline policy. The FAA has not enacted any such requirements. Primary enforcement falls to the airlines, which means flight crew and gate agents.
