Typically poverty is based on changeable human attributes (laziness for example). Until that is addressed and accountability is preserved among the masses, there will be no significant change in poverty.

The money allocated to poverty will NEVER fully reach those in need. We have 75 years of history to back this up. Lots of government workers will get money and lots of political cronies working in urban cities will get money via community organizing groups.
