Lots of subs get tangled up in change order disputes and cost overruns and then disputes over contract terms being fulfilled or not and it's legally arbitrated. Cost of doing big business can be high. The bigger the project the more likely there are disputes, but I don't think many would argue Trump's team played more legal hardball than most.

It is very different to file a lien to get the waivers vs getting pennies on the dollar for work completed after filing BK.

Well, if he declares Bankruptcy then his assets remaining are paid out to debtors in accordance with the laws, and when that money runs out people down the line get hosed. But that happens when a company is actually bankrupt, let's not pretend you can just declare bankruptcy like Michael Scott and stiff contractors cuz you feel like it. There is a bankruptcy court that presides over those cases and makes sure it is legal and handled properly. So criticize him for failed investments if it fits your narrative that your smart and he's dumb, but bankruptcy isn't refusing to pay your subs.
