No.. not at all. A business is not subject to HIPAA because they are not a "covered entity" that provides healthcare services.
There is also a provision in HIPAA for pandemic/public health. Furthermore, the OCR has made huge exceptions during the pandemic to basically say "anything reasonable will have a pass."
For the record, I spend a whole lot of time reading HHS/HIPAA security and privacy rules for a living.
Caveat: A business associate that signs a BAA is different. They are subject to HIPAA, but they are also not usually a resturant or airline.
