He did not elaborate on how non-cash methods of corruption, like sexual favors, have been used to corrupt agents.

Since October 2004, 127 Customs and Border Protection employees have been arrested or indicted for acts of corruption, said agency Commissioner Alan Bersin, speaking at the same hearing of the Senate Subcommittee on Disaster Recovery and Intergovernmental Affairs.

Today, the Border Patrol counts more than 20,700 agents, more than double its size in 2004. Bersin implied that the rapid hiring spree may have come at the cost of hiring less qualified agents.

"The accelerated hiring pace under which we operated between 2006 and 2008 -- and, frankly, mistakes from which we are learning -- exposed critical organizational and individual vulnerabilities within CBP," he said.

To face this challenge, the commissioner touted the passage of the Anti-Border Corruption Act of 2010, which requires that by 2013, all the agency's law enforcement applicants must receive a polygraph test before being hired. It also calls for periodic reinvestigations into the background of its agents.

"I cannot overemphasize that the overwhelming majority of CBP officers and agents demonstrate the highest levels of integrity every day," Bersin said.

Edwards noted that the department inspector general's Office of Investigations has added 10 positions to address corruption complaints among Customs and Border Protection agents. He added, however, that that represented a 6% increase in the size of his staff, compared with a 34% increase in the size of the agency as a whole.

Since 2004, his office has seen a 38% increase in the number of complaints against Customs and Border Protection employees, he said. The inspector general's office initiated a record 870 investigations in fiscal year 2010, he said.



So it not only snowballed into rapid hiring since 2004, but now because of the ineptitude the agency already had, they have to increase their agency to make sure it doesn't continue.

Wouldn't land mine and drones, along with raroz wire and motion sensor guns just make more sense than to keep increaing this agency? I know for sure it would be be cheaper and more effective.

If we put the NG on the border, it would have to be a combat conditions type employment, where they are fairly closely watched all the time on their down time by their NCO and officers.

I'm thinking we legalize weed, perhaps consider decriminalizing very small amounts of some other drugs, start cracking down harder on employment of illegals on the business side, and possibly even impose a 5 year programme of greatly enhanced military patrolling of the border while we develop and implement much better guest worker, immigration, and VISA programs.

It wouldn't be THAT hard or costly, and it would be something that yields results in the short AND long term.

Cholula - I've always thought just putting in place a bunch of CIWS along the border with overlapping fields of fire would prove to be an effective deterrant.

There is absolutely no way to win the war on drugs. The billions of dollars of (completely untaxed) drug income has already corrupted the Mexican army and police and is well on its way to doing so on this side of the border. The incentive to produce and sell drugs guarantees that the cartels will always find a way to their customer. As we've seen, the profit is now so great that cartels can build their own submarines, tanks, and special planes. We are literally doing the same thing over and over with the same results.

Much more effective and cheaper would be legalizing mj and cocaine and eliminating welfare programs.

Very true, but you would be pissing off to high hell the far left and the far right in this country.

Poor politicians would just go to a corner in their offices, lay in a fetal position, and try to wish the horrors away.
