While I agree that the bluths are better characters than kramer, AD was not a sitcom. It was a comedic narrative.

While there may be history for devotees to say "oh that Kramer is at it again, just like last time" someone tuning into a single episode of AD doesnt get the humor of GOB staring off in contemplation and a mariachi band playing "Hello Darkness".

Jerry Stiller as Frank Costanza stole every scene he was in. Part of it was the writing that they did for Frank, and part of it was Stiller just being a stone cold killer in that role.
