It's rampant, annoying, and a completely unnecessary way to begin a sentence, particularly when answering a question. It's not gender specific and people of all ages seem to be afflicted with using the unnecessary 'so'

That's just as bad, if not worse, than "So, ..."

Why do people feel the need to relay that what they're about to say is what they mean?

I can decipher what someone means by that person simply talking, assuming the speech is intelligible and the grammar is decent.

It's not helpful to actually state "I mean".
