Most aquatic labeled herbicides will kill it. It will come back and you will have to repeat spraying every year or even a few times each year.

It usually reaches a point where it doesn't grow any further. Just wanting to kill it for cosmetics?

Aquatic glyphosate with a good aquatic labeled surfactant will work well. We use Dyne-Amic as our surfactant.
