I understand that we have devices that can cause a significant EMP over the area of a fewe blocks. Using them in downtown areas would be devastating.

Maybe, but I think that it is a potential problem with any use of nuclear weapons.

Wasn't there issues with some of the early atmospheric nuclear bomb tests?

Larger tests like starfish prime unknowingly pumped the van Allen belts and killed a few LEO satellites. Not many there to be affected back then but a similar detonation today would have huge ramifications.

Any large thermonuclear warhead can cause the effect. It just has to be detonated at the right altitude relative to the intended effect area. I'm sure there are specific warhead designs that can optimize it.

I just don't see standalone EMP weapon use outside of nuclear weapons. What's the point of an attacker doing this instead of full nuclear assault? The "EMP scare" has more to do with feeding survivalist/prepper fantasies.

Once their Iphones go down my guess is they go home rather quickly.

Nothing is off the table anymore when it comes to government malfeasance. While I don't think they would go to this length, it wouldn't surprise me at all if they did.

Easier ways to shut down phone service without an EMP. But now the FBI cannot buy geofencing information but the private universities can.
