If Rumsfeld is guilty of anything, he's guilty of one of the oldest of military sins - planning for the "last" war. The military he built was designed to win another Gulf War - which it did magnificently.
It was not, however, prepared for a grueling occupation. That was a myopia that he never managed to overcome.
