It's baseball, not golf. Fans are allowed to make noise. Unfortunately, sometimes freedom is annoying.
I disagree with this statement.

He is acting in a way which affects the enjoyment of the game of fellow spectators. You don't need to make a rule against whistling to force him to stop this behavior. Simply tell him that such behavior is disturbing other fans, and if he can't refrain from continuing to disturb other fans, he will be escorted from the ballpark.

This is the same as if a fan stood in front of you all game and impeded the view of other spectators, you get an usher to ask him to stop or he is forced to leave.

It's annoying but not nearly as bad as people have exaggerated it to be. And men should have learned how to tune out annoying things by the time they are in college anyways. It's a good thing to learn in life
