I've seen the SEC By-Laws. There isn't even a section which deals with or talks about withdrawal. They do have a little section that talks about how you can be kicked out though. Kinda different than the Big I've Lost Count.

By a two-thirds vote of the members. Easy peasy.

Since other conf do have buyouts and like to sue, unfortunately we've seen firsthand that it can take longer than 45 seconds to join the southeastern conf.
