They're doing it all wrong - subsidy amount is the variable, not the price!!

you price the same across the board to meet the legal hurdle

then you inflate the price to include the subsidy

Then you redistribute to subsidize accordingly

blah blah blah

*Not that texas has too many recruits to "fall out".
