They will be using outside attorneys for the investigation so that the actual findings will never see the light of day and they can assess their liability.

Not only will the outside counsel help them eliminate the conflict of unwilling disclosure, but it will enable someone to make the necessary firings, without backlash.

If Briles is headed out the door... you do it with an external person. Then, the Administration can say they had no choice but to follow the direction advised.

Or, if they want to preserve Briles, they can scapegoat someone and claim objectivity.

they need an attorney leading the investigation because that preserves the attorney-client privilege of the investigation. Stated another way, they're writing a hell of a big check.
