I use to be a major collector in the 80's and there was a pretty legit rumor that a ton of "factory sealed" cases were already opened. Wax and rack packs were easily compromised. I would guess 98% of the boxes that are still sealed are junk.

never opened and resealed boxes but def. certain ways to "skim" packs, boxes, and cases for rare inserts, autographs, etc

I get 1 set of Topps every year around Christmas and have never opened them. Started in 1984.
