Isn't this exactly what happened to Manziel? Some reporter confirmed that a video existed, but nothing ever came up. Of course, in Manziel's case, it was illegal in regards to the NCAA's rules and not federal/state laws.

Yes. In the Dez case, there's slot of media outlets that will report it without facts knowing the interest that will be generated coming off the Ray Rice ordeal. It was the same principle with JFF - ESPN was the main culprit in that case as they knew the interest it would generate with JFF being the first freshman Heisman winner so they ran with it and pumped endless segments without hard evidence. Its the way media works these days.
