All I could think about was the blank stare Jameis has.

Why was the official standing there to begin with? The official usually stands over the ball, not behind the center.

The ACC is like the big 12(and other conferences) in that they have an extra official who lines up behind the LOS opposite side of the ref. It's his primary job to set the ball to help speed up the process for up-tempo offenses, and also give defenses the time needed to substitute if the offense subs.

The big 12 started it last year or the year before as a way to help both facets of the fast-paced offenses trying to get away with subbing and running fast or getting delayed by the umpire when not subbing. This takes pressure off the umpire to have to do it.

Some leagues have the extra guy and some don't, I believe. I don't think it has become standard throughout college yet.

But that's why the guy has to hold the ball there and run backwards.

Florida State subbed an offensive player. That means that Boston College was allowed time to sub theirs before the ball was put in play by the officials. That's why he was standing over the ball.
