The character "Toes" is a Tomball/shsu alum who is a substitute teacher/ football ref/ umpire/ ref actor in Friday night lights (movie and tv). Basically this guy has the ultimate pride for Tomball, and he's called Toes because well, he has 6 toes.

I first saw the sign when it read 'Toes' and my dyslexia thought it read 'Te'os'. Thought it was going to be a funny joke about Te'o. But no, it was just stupid.
