If it is decided to go back with a counter petition, would that be the same format to use as the original petition, just reversing the names?

Unless you plan on alleging new grounds for divorce, you should just file an Answer with a General Denial. If you are wanting to counter-petition with new grounds, you are probably going to expand the nature of the proceeding to a more "contested" matter and you should get an attorney for that.
