They're not behind this.
I am by no means against gambling but if I understand correctly, the race tracks did this to themselves. They brought in new 'games' that use race results from old races. Seems like they tried to utilize a loophole to increase their gambling rake.
Lots more to this story. Parks in San Antonio and North Tx closed as well. This is a pissing match in the Texas Senate.

Maybe they won't be able to pay their rent now that their only source of income of gone.

Makes sense. You just gotta wait a couple minutes for the ponies to stop running, vs the cherries don't line up within a few seconds. So a tad longer between lever pulls.
After a little more review, it looks like it is a way to circumvent the rules and have slot machine-type games without them being "slot machines" as it is tied to a horse race (albeit one that is in the past).
Yep. The commission can't approve slots or other forms of traditional gaming, so the track owners convinced them to approve this "historical" game. And the commission members approved it knowing they were going up against the legislature.
Do you get to see the odds they ran with? That would make it worth playing a little.

if they show the odds of each horse though and you can place regular horse race bets, then it makes it somewhat intriguing.
