At the Waterway, I like Goose's Acre, Kona Grill, and Bar Louie. At Market Street, Cru and Jasper's are good. Goose's Acre is probably the most laid-back since its a pub. Go there if you want beer and shots. If you specifically want wine, go to Cru. The rest of the suggestions have your basic beer and wine selections plus good mixed drinks/cocktails. They all have appetizer/food specials, too.

Does the Grotto still have its happy hours with cheap drinks and food?

Website says they do. I've eaten there a few times, including a business lunch this week. I was really disappointed on this most recent visit compared to the others. I've never been for happy hour. But if you go and don't like it, there are plenty of other restaurants you can walk to from Grotto (including Jasper's and Cru)

Jasper's has a pretty decent happy hour. $5 wine, drinks and appetizers.

You are highly likely to find them at any one of the locations mentioned. Maybe a slightly higher concentration at Jasper's, Cru, and Bar Louie.
