TxDOT's reported preference in regards to the Pierce Elevated land is to sell it off for revenue that would go towards funding other parts of its I-45 project. The land, according to Slotboom, would first be offered to the City of Houston and nearby land owners for consideration. Slotboom wrote that he sensed that the city had nearly no interest in the land under the Pierce Elevated though.

I am very skeptical of the bolded part.
TxDOT aint gonna give it away for free. They're going to sell it as prime, downtown real estate. No way the city is going to shell out the cash to buy it plus the infrastructure to turn it into a park when they have Discovery Green and Eleanor Tinsley within walking distance.

Just found out from this thread what the "Pierce Elevated" was and I've lived in Houston forever, granted I've never worked downtown. I just called it that crappy piece of I-45 west of downtown.

Mind blown.

Early 80's at 5:15 on a Friday afternoon on the Pierce Elevated, my car was tagged by some hit and run ahole and my car would not start. Never had so much sh/t thrown at me or my car in my life. The sea was angry that day, my friends.

This little master plan has some insights about what Downtown District hopes to do in terms of planning on the edges of downtown in the aftermath of the North Houston Highway Improvement Project. Has some info about areas where they hope to add connections that dont exist currently (Fulton St/San Jacinto, Andrews St, etc).

Well, one good thing has come from all the George Floyd/BLM garbage: the I-45 reroute boondoggle is racist.

"I think historically TxDOT has been 100 percent guilty of being 100 percent insensitive," Lewis said, noting what is now I-69 along the east side of downtown gutted Fifth Ward.
