Looks like JP76 is right. Here's a map from the city's website showing the path of the Lick Creek Greenway Trail. It shows a section of flood plain directly behind both neighborhoods.

The city owns all that land pictured between those subdivisions and that new trail. They had been trying to find a buyer for it, but I'm pretty sure they haven't had much luck.
